The Hebrew word for "anoint" is "masach", meaning to smear, wipe, or stroke with the hand.  (Sounds very much like massage, doesn't it?)  Human touch during prayer reassures the recipient that someone truly does care, and isn't just going through the motions of obligatory prayer.  This oil may be used by anyone...pastors, elders, and un-ordained.
